Monterey County has been under US Dept of Justice voting 'pre-approval' jurisdiction for more than 10 years. WHY? In 2005, the issue came up again, and the County was continued is this status. WHY? What does this mean for minority voters? What does this mean for election managemant? What does this mean for the Board of Supervisors? What does this mean for the BOS Voting Rights Subcommittee?
